11) Public Hearings (Non Planning Issues)

11.A) Pursuant to Section 24.2-701.2 of the Code of Virginia, a Voter Satellite Office Shall be Established at 261-263 Sunnyside Plaza Drive, Winchester, VA 22603, No Later Than June 18, 2026, for the Purposes of Absentee Voting In Person and as the Central Absentee Voting Precinct for the August 2026 Primary Election.

11.B) Ordinance to Amend the Frederick County Code, Chapter 158 Vehicles and Traffic, Article III County Vehicle Licenses, §158-9 Fees.  This Ordinance Updates the County Code to Reflect the Annual Vehicle License (Decal) Fee of $30 to be Enacted as Part of the Fiscal Year 2027 County Budget.

12.A) Rezoning #02-26 of Plasters HVAC - 161 Commonwealth Court (Winchester Real Estate, LLC) to Rezone 1.21+/- Acres from B2 (General Business) Zoning District with Proffers to B3 (Industrial Transition) Zoning District with Proffers. The Property is Located on 161 Commonwealth Court on the North Side of Commonwealth Court and is Identified by Property Identification Number 75-A-91E in the Back Creek Magisterial District.
