10.D) Proposed School Bond Financings by the Board of Supervisors of the County of Frederick, Virginia. Notice is Hereby Given that the Board of Supervisors (The "Board") of the County of Frederick, Virginia (the "County") will Hold a Public Hearing in Accordance with Section 15.2-2606 of the Code Of Virginia of 1950, as Amended, on the Issuance of General Obligation School Bonds (the "Bonds") of the County in an Aggregate Principal Amount Not to Exceed $12,020,000 to Finance Certain Capital Projects for Public School Purposes, Consisting Primarily of the Renovation of Indian Hollow Elementary School. A Resolution Authorizing the Issuance of the Bonds will be Considered by the Board of Supervisors at Its Meeting on Wednesday, March 10, 2021. All Interested Parties are Invited to Attend and Present Oral or Written Comments.
It has been my honor to be the principal of Indian Hollow Elementary School since January 2014. Our school greatly benefits our community. In normal times, families are regularly involved with our school both during the day and by using our grounds outside of school hours.
Our school is currently in need of major renovation and repairs. Water is wicking into the outside walls of the building through the porous masonry block. Our classroom windows leak in heavy rain from water infiltration and the steel frames have rusted, causing water to run down the inside of walls and paint to bubble. We have several places in the building where water seeped into an electrical outlet. (Those outlets are not used and have been de-energized.) Due to continual moisture in the walls, humidity is high in the building and we have moss growing on the outside walls.
Another concern is the outdated design specifications and age of the heating and air conditioning system. This system is beyond the end of its life expectancy. We currently have dehumidifiers in the majority of our classrooms that run continuously in the warmer months. Temperatures fluctuate greatly throughout the building in hot and cold weather. Our facility services staff have done a wonderful job in working to maintain the building and equipment to the extent possible. But there is a time when repair needs go beyond what normal maintenance can handle or parents should accept.
On behalf of the students, staff, and families of our Indian Hollow community, I ask that you approve the requested appropriation for the renovation of Indian Hollow Elementary. With the repairs, our school will be able to continue to serve our students and families well for decades to come in a safe environment. Thank you for your consideration of this request.
