12.F) Rezoning #01-21 for One Logistics Park Winchester, Submitted by Gordon, to Rezone 277.16+/- Acres from the R4 (Residential Planned Community) District to the B2 (General Business) and M1 (Light Industrial) Districts with Proffers.  The Properties are Located Approximately One Mile East of I-81 on the South Side of Millwood Pike (Route 50), East of Prince Frederick Drive (Route 781) and Coverstone Drive (Route 1538), and West of Arbor Court and Pendleton Drive, and are Identified by Property Identification Numbers 64-A-83, 64-A-83A, 64-A-84, 64-A-86 and 64-A 87 in the Shawnee Magisterial District.

    As a former member and president of the Morgantown, WV Planning Commission I am uniquely aware that planning is a difficult undertaking and although changes are sometimes necessary, they must be done only when the benefits outweigh the disadvantages. Our Raven Pointe HOA president, Mr. Melvin, has done a credible job of representing our position and he enumerated many negative impacts of the proposed rezoning and industrial development. The numerous residents who turned out in opposition at the previous Planning Commission meeting represented a small fraction of the 2,500 or so residents in the directly affected neighborhoods of Raven Wing, Raven Pointe and Oakdale Crossing, not to mention the 500-plus who will occupy Raven Oaks in the near future. I urge the Board to deny this rezoning request.
