8.E) Supervisor Dunn Requests Discussion: Consideration of Additional Parameters Regarding Comprehensive Planning and Zoning for Public Utility Facilities Is there a consensus among Board members to have staff research and offer additional parameters for BOS consideration regarding comprehensive planning for and zoning for public utility facilities such as facilities for the generation (whether by gas, coal, nuclear, geothermal, hydro, solar, wind, or otherwise) and transmission of electrical power, natural gas, and other forms of energy, telecommunications, and water and sewer, and for the general location or approximate location, character, and extent of such facilities? How are other counties addressing these issues? To what extent should different types of these facilities be “by right”, by Conditional Use Permit, or by other parameters? To what extent should the whole county or just a portion be used for different types of facilities? What should the guidelines be?

10) Committee Business - Transportation Committee
10.A) Renaissance Drive Project: Staff is in receipt of the final pre-bid estimate that has a shortfall of $1,016,165.05. A portion of this shortfall may be funded by transfers from other revenue sharing projects and the remaining current anticipated difference would require local funds of approximately $364,083. Staff identified proposed sources of local funds including Fund 27 (projects fund) and the transportation reserve fund. The Committee recommends the Board of Supervisors allow the project to move forward to bid with the understanding that the shortfall would be covered with a combination of revenue sharing transfer and the identified budgeted Transportation funds.

10.B) Redbud Road Revenue Sharing Application: VDOT has indicated that prior to the I-81 Exit 317 Ramp project taking place, the Redbud Road Realignment must be completed. Revenue sharing funds would require a match of approximately $2,000,000 once they become available in 2026. The Committee recommends directing Staff to finalize the revenue sharing application and requests that the Board of Supervisors adopt the resolution endorsing and supporting the project.
