12.B) Conditional Use Permit #09-21 for KSS, LC (Katherine Solenberger) Submitted for Establishment of a Special Event Facility on 303.81 +/- Acres in the RA (Rural Areas) Zoning District. The Subject Property is Located at 1454 Apple Pie Ridge Road (Route 739) and is Identified with Property Identification Number (PIN) 42-A-356 in the Stonewall Magisterial District.
I fully support the approval of CUP #09-21 according to the Planning Commission guidelines and specifications presented. I am an adjoining property owner (PIN 43-17-3-4), Stonewall District and welcome the improvements on the property. Please approve the CUP and thank all of you for your hard work and dedication to Frederick County.
I would urge the board of supervisors to ensure that any event centers do not negatively impact the residential communities. We live with our four children across from West Oaks Farm Market. While it is a beautiful farm market, they have been granted permission to function as a bar and “event center”. They have weekly rock concerts every Friday night and Saturday as weather permits. They play outdoor amplified music every Friday night until 10pm that we can feel in our yard and hear in our home. Our friends can hear the music in Stonebrook one mile away. Not to mention the bright lights, heavy traffic, and heavy alcohol consumption followed by the intoxicated patrons driving on the dark roads around our homes. I would strongly urge the board of supervisors to only allow event centers that do not negatively impact the residential communities and to pass strict noise ordinances against amplified music. While our community has many areas with beautiful views, and event centers can make good use of this natural beauty, there is no reason to do that at the expense of others already in the community and also enjoying that beauty to raise their families.
