12.B) Conditional Use Permit #14-21 for Terrence Price Submitted to Construct a 60’ Tall Wireless Telecommunication Tower. The Property is Located at 1104 Rockwood Trail, Winchester, Virginia and is Identified with Property Identification Number 49B03-123-251 in the Back Creek Magisterial District.
I am respectfully submitting comment regarding the conditional use permit application #14-21 as an adjoining landowner in the Back Creek Magisterial District.
I endorse the full rights of fellow landowners to enjoy the full use of their property as they see fit so long as those actions do not impede or endanger others beyond their property boundaries. As such, I cannot object to a tower built at 1104 Rockwood Trail. However, I do have concerns regarding the radio frequency, power output, and directional spray of any transmitter or repeater that may be mounted and used on this said tower. After review of the standard county committees and their comments, I did not see any comment from what would be a qualified entity with specific expertise to comment on radio frequency spectrum assessment. Without qualified specialists I find the review insufficient to answer critical issues related to the tower. Specifically, I have no way to properly assess the health, safety, and technical concerns related to this tower. For example, am I going to be at eye level with concentrated RF energy? Will this affect my health? What power/wattage will be emitted? What frequencies will this tower operate on? Will this interfere with any of my electronic devices such as phones, computers, and radios? As an adjacent landowner, am I concerned and would request these issues be investigated and answered. I am happy to work with the landowner and attempt to mitigate all of these issues, but as a former RADAR specialist myself (I am intimately aware of the numerous health, safety, and technical issues concentrated electromagnetic (radio frequency) energy can impart on humans and electronic devices), I would request these issues be satisfied before permits are awarded.
