12.C) Conditional Use Permit #13-21 for Upper Valley Estate LLC  - Continued from January 12, 2022 Submitted by Pennoni Associates, Inc to Construct Tractor Truck Trailer Parking Facility. The Subject Properties are Located Between Welltown Road and Crown Lane Just South of the Winchester & Western Railroad and North of Liberty Square and are Identified with Property Identification Numbers (PINs) 43-A-51, 43-2-B, and 43-3-E in the Stonewall Magisterial District.

    Gainesboro district, I spoke at the last meeting against anymore traffic added to the mess on Welltown Rd or on Route 11. I have read the changes they are proposing which I feel are just appeasement to the questions they were asked at the last meeting. Restricting the in-out time to exclude peak times. How will that be achieved? Is there going to be an attendant? Or just signage posted ? Now the main concern of what is stored in those trailers. ( that concern of some board members ) it is proposed that only empty trailers will be parked, again will there be an attendant or just the honor system?
    They have come back with the answers that they know the board was looking for. But those answers don’t help my concern that the traffic will be increased by up to 100 more trucks and or trailers. I know that the traffic study tells you that 6-8 and 4-6 are peak traffic but you add those up to 100 trucks to those other hours and now the entire day is peak time and those of us that live there are paying the price of that mess.
    When you think of traffic don’t just think of the truck traffic but the people that work in Stonewall industrial park, the people that do business with those businesses, the business up and down Welltown Rd, the people that live down Welltown. But also the traffic from Fort Collier is fed onto Route 11 to make the way to I-81. Those that live in West Virginia but work in Winchester have to funnel their way to Route 11 or 81. Then add the travelers that are just passing through to eat and gas up. That my friends is an epic mess and you are considering adding another 100 trucks to that and the time they arrive and what they are carrying really isn’t the problem.
