12.A) Conditional Use Permit #02-22 for Redbud Run Solar LLC, Submitted to Construct an Approximately 263-Acre +/- Utility Scale Solar Power Generating Facility. The Subject Properties are Generally Located East of Woods Mill Road (Rt. 660) and North of Pine Road (Rt. 661), Approximately 0.5-Mile North of Berryville Pike (Rt. 7) and are Identified with Property Identification Numbers (PINs) 55-A-136, 55-A-137, 55A-1-19, 55A-1-21, 55-A-135, 55-A-134, 44-A-297, 44-A-294A, and 44-A-295 in the Stonewall Magisterial District. Pursuant to Code of Virginia Section 15.2-2316.6 et seq., a Solar Facility Siting Agreement, Between Red Bud Run Solar, LLC and the Frederick County Board of Supervisors is Also being Considered.
I strongly disagree with installing a solar farm in this community and plead with the board to not vote in favor of granting this permit. The people in this community invested and purchased this land with the expectation of living in a rural neighborhood. Granting a permit to install thousands of solar panels on adjoining land that the people of this community have invested their hearts and future into, is a slap in the face. This community will not benefit from this installation, instead we get an eye sore in our back yard, that no amount of perimeter planting will solve.
This will effectively change our lives. We are a community that raises livestock, recreationally hunt in our back yard, enjoy shooting firearms on our property, and love to see the landscape and nature in a rural setting. If I wanted to see buildings and infrastructure I wouldn't
commute from Washington DC every single day. I wouldn't have invested in property and my family's future into Winchester had I known the community would be changed a few years later, just to benefit a company with deep pockets. A non-American owned company. There are horses, cows, sheep, chickens, and even an apiary on Woods Mill Rd, and now if this gets approved; a solar farm will be added to that list. How does that fit or benefit anyone that has invested in the property in this area? I could have easily chose Reston or Ashburn to live in; yet I chose Winchester.
