9.A) Frederick-Winchester Service Authority 3-year term of Ned Cleland, PhD., expired 8/31/22. Dr. Cleland is eligible and willing for reappointment.

9.B) Shenandoah Area Agency on Aging Vacant 4-year term of expires 9/30/22. See attached application of Eva Miller. Ms. Miller may be nominated to fill the remainder of the current term and an additional term ending 9/30/26. Final appointment will be made by the Area Agency on Aging Board.

10) Committee Business - Public Works Committee
10.A) Following the reevaluation of the amount of inspection time necessary for solar farm projects, the Public Works Committee recommends adoption of a new fee schedule for new solar farm projects as follows: *Construction of the first 250,000 square feet would be $.05 per square foot *Additional square feet over 250,000 square feet would be charged $.03 per square foot The proposed fee schedule would adequately cover all associated inspection costs. This fee is separate from the electrical permit fees that will also be charged to ensure all the electrical work is installed per all applicable code requirements.

11.A) Proposed Granting of an Easement to Shenandoah Valley Electric Cooperative Over Certain Land Owned by Frederick County, Identified by Tax Parcel Number 51-A-170B, 120 McFarland Road, in the Back Creek Magisterial District. The Hearing is Pursuant to Virginia Code Section 15.2-1800, the Land Constitutes Property Operated by Frederick County as and Commonly Known as the Round Hill Citizens Convenience Site, and the Purpose of the Hearing is to Receive Public Comment On Granting the Easement Over the Land to Permit Shenandoah Valley Electric Cooperative to Construct, Extend, Operate, and Maintain Overhead and Underground Communications and Data Lines, Communications Infrastructure, Facilities, Conduits and Other Cables, with Accessories and Appurtenances for Transmitting and Distributing Broadband and Other Communications Services, and Data Delivery and Receipt Services, Over, Under, Through, Upon, Above, and Across the Land.
