I am a resident of Back Creek District. I oppose the withholding of $4.8 million dollars to the schools/county. I stand behind the comments Shaniqua WIlliams has outlined in her statement.
My name is Shaniqua Williams, I am a resident of the Shawnee district. Please know that the county services that rely on the BOS for the appropriation of funds,would have to cut items budgets they have already adopted &the worst case scenario would mean that people could ose jobs.It was noted that withholding 2.8 mil dollars from the schools and 2.0 from the county is the plan, and if I am being honest the rest of the documented reasons sounds like an attack on the Public Schools. It outlines ways that the schools could save money, but never once, in the reasons,does it list ways the county could save on. Blaine Dunn noted that the schools expected revenue would increase by 3.9 million dollars, and that is not true, the funding 1.9 million that was coming from the State, has been suspended for all counties. This was the funding that was allocated for the 2% salary enhancements from the governor. That money has been suspended. Additionally, State funding for FCPS is likely to be reduced, because a significant amount of those funds comes from sales tax, and due to COVID, that amount is substantially lower than it was projected to be. This information was readily available when I searched for it. I beg you to check the facts you have been presented before you vote on this motion. It was noted in that the County General Fund is otherwise obligated due to the 911 system & other reasons, but because this will be paid over several years, this means that FC will have future years to replace this money as they continue to collect revenue from residents. This motion refers to future school and county expenses when I would like to note that those expenses are not guaranteed. It's misleading to mention large amounts of money, without giving background information also. Please do not withhold these funds from the services that depending on these appropriations. Please consider the impact of those constituents whose opinion is different from yours. Please vote no on this motion.
I am opposed to item #1 Shawneeland Budget for Fiscal Year 20/21. I feel that the special meeting was announced to the public inadequately as the agenda was made public on May 9 but no mention of a vote taking place within the agenda. The agenda stated that they would call to order, take public comments, take committee comments and then adjourn. Public works director Mr. Wilder states that he wants a more open and honest communication with the residence of Shawneeland but then has the Sanitary District vote on only 2 of the available 4 options that were originally discussed at the last Sanitary District meeting in Feb. Of the 2 options that the members were given 1 included pulling additional funds to the tune of 300k out of our reserve to tar and chip roads that services the top of the mountain, which a majority of the unimproved lots are located, and they pay less fees or some are in the arrears. Option 2 was to not pull monies out of our reserve and forego the tar and chip. The members voted to tar and chip, however 2 of the members live on roads that will be improved upon. Chairman Jimmy Smith, wrote an letter to Public Works stating that public opinion at this meeting was in favor of money being pulled from the reserve. There was a total of 5 people who showed up due to them not knowing that a vote was to be taking place at this meeting. No one in the general public spoke to the members about their opinions on the budget as we were left in the dark yet again. No committee member nor county employee, Mr. Alderman, Mr. Wilder or Mr. Graber, stated to any of the public that were in attendance that a vote was to take place until the meeting was adjourned. Two of the committee members vote opposed to the pulling of funds from the reserve due to the current state of affairs of dealing with COVID-19. Again, we are spending more that we are receiving in fees and this is financially irresponsible and a shame that the BOS allows this to continue ever year.
