10) Committee Business - Transportation Committee
10.A) Renaissance Drive: Staff received four bids on the total project cost for Renaissance Drive and will award the project to the lowest bidder, W-L Construction and Paving, Inc., at $2,876,311.64-unit rate. The committee is seeking authorization from the Board of Supervisors to proceed with the project.

11) Public Hearings (Non Planning Issues)
11.A) The following Notice of Proposed Real Property Tax Increase is required by Virginia Code Section 58.1-3321 but is not a final decision at this time by the Frederick County Board of Supervisors regarding a tax rate. The tax rate will be set AFTER the Board of Supervisors has gone through budget discussions and will be advertised before the Board of Supervisors votes on a final tax rate. The County of Frederick proposes to increase property tax levies: Assessment Increase: Total assessed value of real property, excluding additional assessments due to new construction or improvements to property, exceeds last year’s total assessed value of real property by 20.79 percent. Lowered Rate Necessary to Offset Increased Assessment: The tax rate which would levy the same amount of real estate tax as last year, when multiplied by the new total assessed value of real estate with the exclusions mentioned above, would be $0.510 per $100 of assessed value. This rate will be known as the “lowered tax rate.” Effective Rate Increase: The County of Frederick proposes to adopt a tax rate of $0.61 per $100 of assessed value. This difference between the lower tax rate and the proposed rate would be $0.100 per $100, or 20.79 percent. This difference will be known as the “effective tax rate increase.” Individual property taxes may, however, increase at a percentage greater than or less than the above percentage. Proposed Total Budget Increase: Based on the proposed real property tax rate and changes in other revenues, the total budget of The County of Frederick will exceed last year’s by 8.75 percent.
