11.A) Proposed Boundary Line Adjustment with the Town of Middletown, Virginia – Pursuant to the Code of Virginia §15.2-3107, Notice is Hereby Given that a PUBLIC HEARING will be Conducted by the Frederick County Board of Supervisors of the County of Frederick, Virginia. The Purpose of the Public Hearing is to Receive Public Comment Regarding a Boundary Line Adjustment Agreement with the Town of Middletown that will Adjust the Boundary Between the Town of Middletown and Frederick County as Follows:   Approximately 15.9953 Acres, More or Less, in Total, will be Brought Within Middletown’s Municipal Boundary, Consisting of Tax Map Number 91-A-27, Which is a Parcel Containing 0.9153 Acres, More or Less, Tax Map Number 91-A-28, Which is a Parcel Containing 12.5628 Acres, More or Less, and 2.5172 Acres, More or Less, of Right-Of-Way Constituting Route 11, From the Current Southern Limit of the Town Where it Intersects Route 11 and Extending to a Line Extending From the Southwestern Boundary of Tax Parcel Number 91-A-27 Across Route 11 at that Location. These Parcels and the Right-of-Way are Currently Located Entirely in Frederick County.   Action Item 1 - Approval of Updated Joint Agreement for Administration of Proffers   Action item 2 - Resolution to Approve Agreement Between the County of Frederick and the Town of Middletown Regarding Boundary Line Adjustment

    Dear Members of the Frederick County Board of Supervisors and Staff - I would like to write you and ask for your support of the proposed boundary line adjustment to bring Shaffer's BBQ into town limits. Matt and his business have been a wonderful addition to our community and in 2022, his business won the Top Of Virginia Regional Chamber Small Business of the Year, and in 2022, he was named Middletown Citizen of the Year. Since the 1970's, Middletown has served businesses and schools outside of town limits with water and sewer to the benefit of Frederick County and it's residents (Examples -Thermo Fisher Scientific, Exxon, Lord Fairfax Community College and Middletown Elementary School) and have been proud to provide this infrastructure. This has contributed tens of thousands of dollars in tax revenue to Frederick County. The ability to have the Shaffer's property and the additional 12.5 acre parcel brought into town limits will allow us to better serve them and their needs. Both land owners wish to come into town limits and are looking forward to being apart of Middletown. Thank you for your consideration and support of this friendly boundary line adjustment, that has been a work in progress for the last few years.
