9.A) Proposed Revision to Frederick County Code, Chapter 158 (Vehicles and Traffic), to add new Section 155-18.1, to designate the roads and streets within the Lake Frederick (Shenandoah) Subdivision as highways for law enforcement purposes.
I agree that Speed limits on these roads need to be enforced. Especially on Rachel Carson where there are many vehicles (including construction trucks) speeding as if it is a highway and the speed limit is 25. There are houses that are close to this road with not enough buffer area, which makes it very unsafe for those living along that road as well as those who are using the walking path along it.
I do think there should be clarification - is this going to be for just speed limit enforcement. I am opposed to allowing additional enforcement of such things as parking and bicycles and golf carts on roads. There are things covered by the HOA already.
(Also On the East side of the lake - Ryan homes - this developer did not make the streets wide enough and has not provided overflow parking now that we are not allowed to park on our streets. This new rule has been implemented after all homes were built so we need some leniency when occasionally we need to park on the streets)
Regarding Agenda Item 6.B, please make it clear BEFORE Racheal Carson Drive traffic enforcement under Virginia Code ยง46.2-XXXX is voted on:
1) Unlicensed vehicles are not permitted on County Highways. In particular ATVs, Mopeds and Golf carts are included.
2) Bicycles are subject to traffic regulations including staying to the right and speeding.
3) Pedestrial traffic in not permitted on County Highways.
This is very important because, many people purchased golf carts to get from their home to friend and the club house given that it can be as many as 2.5 miles from home to club house. The HOA has been telling homeowners, in writing, in the bylaws/covenants, that with HOA approval, people can operate these unlicensed vehicles within the community. This change has not been clearly communicated to the residents of Lake Frederick and will cause problems. Especially when people start to complain about unlicensed vehicles on Racheal Carson Drive. If you need a copy of the paperwork from the HOA I can share what I was given.
I recommend this change be delayed until the HOA properly informs its residents.
