10) Committee Business - Parks & Recreation Commission

10.A) Charlestown Road Park Grant Opportunity   The Land and Water Conservation Fund (L WCF) grant program is a 50-50% matching reimbursement program. The grant recipient must be able to fund 100% of the project while seeking periodic reimbursements. LWCF grant applications became available at the end of February 2024 and are due to the Virginia Department of Conservation and Recreation by April 18, 2024. The total project cost is estimated at $5,581,400; reimbursement amount (50% grant amount) is $2,790,700.  A budget estimate for park development is attached.  Project costs could begin in FY25.   The Parks & Recreation Commission recommends application for a grant to provide funding for development of the Old Charlestown Road Park.

11.A) Ordinance to Amend the Frederick County Code, Chapter 155 Taxation, Article III Senior Citizens and Disabled Persons Exemption and Deferral, Section 155-20 Calculation of Amount of Exemption to Increase the Income Brackets for Senior Citizens and Disabled Persons to Qualify for Exemptions from Real Estate Tax, as Follows: To Change the Brackets from $0-$20,000 to $0-$22,400 for 100% Exemption, from $20,001-$25,000 to $22,401-$28,000 for 60% Exemption; from $25,001-$30,000 to $28,001-$33,600 for 35% Exemption; and from $30,001-$50,000 to $33,601-$56,000 for 10% Exemption.
