12.A) Rezoning #04-24 for CStore Town Run, LLC, (Stickley Farm, L.C.) to Rezone Approximately +/- 8.29-Acres from RA (Rural Areas) Zoning District to the B2 (General Business) Zoning District and the IA (Interstate Area Overlay) District with Proffers to Allow for the Construction of a Convenience Store with Fuel Stations. The Property is West of Town Run Lane (Route 1012) and South of Fairfax Pike (Route 277), Stephens City, Virginia and is Identified by Property Identification Number 85-A-143 in the Opequon Magisterial District.
As a resident of the Opequon district who lives in the adjacent neighborhood, and having read the traffic impact analysis document, I do not believe that the County has completed adequate due diligence to approve this rezoning. This section of Fairfax Pike is already extremely congested, and the addition of a Wawa will worsen that congestion. Further, Town Run Lane and Stickley Drive are narrow, residential roadways that do not provide adequate space for large vehicles to turn around safely when they inevitably head the wrong way out of Wawa and drive into the nearby neighborhoods. There are valid safety concerns about the effects of this rezoning for the residents, largely families with young children, in the adjacent neighborhoods.
Finally, there should be an adequate environmental analysis prior to the approval of any rezoning of this area, particularly for a fuel station. A waterway and a wetland are immediately adjacent to the proposed site and the environmental impacts will be severe. Further down Fairfax Pike, nearly an entire strip mall sits vacant. Perhaps before the County approves any additional rezoning for gas stations (or yet more car washes), the vacant structures should be repurposed, saving space and resources, reducing traffic congestion, and limiting the environmental impacts.
