Gainesboro District. I live at 1197 Rest Church Rd. two houses from Ruebuck Lane, the edge of the property proposed to be rezoned. I am opposed to this proposal for the following reasons. 1. I was not notified as were other residents of the proposal (see property notification list). 2. Rest Church Road is already a heavily travelled road with significant school bus traffic and vehicles avoiding I-81 in the morning and evening to access or return from Welltown Rd. beginning at 5:00 am. 3. There are at least three subdivisions of varying lot sizes that abut or are adjacent to Fruit Hill. We purchased or built here to have easy access to I-81, enjoy a quiet and idyllic life and enjoy the wild life. 4. The developer has proffered no real improvements to Rest Church Rd or to the I-81 interchange to substantially mitigate the increased traffic. Rest Church after the truck stop is basically a country road with minimal shoulders and very poor sight lines. 5. There is inadequate electricity to support a data center. The noise generated from its HVAC will be intolerable. 6. Property values will be negatively impacted (as are residences near Carmeuse). 7. Set backs and buffers are inadequate to separate the proposed uses from neighborhoods. 8. Significant land is adjacent to Amazon and off of Woodbine Rd.
These would be more suitable for the proposed uses with little to no impact on residential properties. 9. Currently, the truck stop and other industrial facilities immediately adjacent to the property do not negatively impact quality of life. The Fruit Hill proposal will site facilities that will operate 24/7 in the midst of the subdivisions fronting Rest Church Rd. I urge the planning commission to reject this proposed rezoning.
