7.A) Rezoning #09-24 for Middletown, LLC (B. Hester Trustee & W. Hester Trust) - (Mr. Klein)

    I live in the Opequon district, near the area of this rezoning. My child attends Middletown Elementary School. I oppose this rezoning for numerous reasons. This property is in a quiet, rural, residential area next to a school. There are homes directly facing the property. It is in a historic area of the county and not far from Cedar Creek Battlefield. It is located directly across the street from a historically significant property owned by the Shenandoah Valley Battlefields Foundation on Rienzi Knoll Lane.

    I have concerns about the height of the building, which appears to be up to 12 stories tall, in addition to increased traffic, noise, and light pollution. Proffers of $200,000 for the necessary added three stoplights is obviously not sufficient either.

    The developers have yet to release exactly what they plan to build on this site, which I find especially troubling. How do they know the height and footprint of the buildings, if they don't know what they plan to build? How do they know what the traffic impact is, if they don't know what they plan to build? There are so many questions that need answered.

    If this is a data center, there are additional concerns such as massive water consumption when our community has issues with drought, and massive pressure on our electrical grid, as well as environmental implications. Please do not approve this rezoning.
