13.B) Ordinance to Amend the Frederick County Code – Revision to Amend Special Event Facilities and the Surface Material of the Parking Area as it Relates to Conditional Use Permits in the RA (Rural Area) Zoning District.  The Intent of this Amendment is to Permit the Dual Use of Pasture and Meadows for Parking for the Events Without Requiring an Undue Burden on the Property Owner to Gravel Surfaces that are Infrequently Used for Parking.               Chapter 165 Zoning               Article II Supplementary Use Regulations; Parking; Buffers; and Regulations for Specific Uses;               Part 204 – Additional Regulations for Specific Uses, 165-204.30(B)(1)(c). Special event facilities.

    Dear Chairman & Commissioners,
    As the owner of Ramey Wolfe Farm, LLC in the Gainsboro area of Frederick County, I support the code change to NOT require gravel surfacing for special event facility parking areas within RA zoned pastures and meadows. The current requirements as written add greatly to the initial investment, start up planning and maintenance costs of dual use properties, plus unnecessarily change the use of the property for all future agricultural purposes. I respectfully urge that this ordinance be amended and the Frederick County Code be changed. I would be happy to discuss this item further if needed.
