I would like to thank my other neighbors for alerting us to the scope of the changes proposed to Shady Elm Farms. The small sign posted in front of the property is a poor way to notify us about the significant changes Famili Ventures is requesting for the property. There is essentially no information available about this LLC. There is little information about Ehsan Yousefie. And who is Mrs. Feltner? Is this a local enterprise? It doesn't seem so. So the people behind this will most likely be unaffected by the nuisances that will undoubtably arise from such activities.
I am in agreement with the other posted comments that state a slaughterhouse is unacceptable. I also agree that the potential for live music outdoors until 10 PM is unacceptable. A farm market seems reasonable, if this property will actually be a working farm.
I had heard similar complaints had been raised about West Oak Farm Market. Here is a quote from one of the complaints,"I have done a lot of shopping at West Oaks and attended events there myself during the summer. I like the business. But the partying there is out of hand. I have seen falling over drunks there myself while shopping with my kids at lunch time." This is not the kind of behavior that I desire in my neighborhood, and it is a natural consequence of this type of business.

A slaughter house located within subdivisions spanning a half-mile radius of the slaughterhouse leavesthis valley smelling the stench of carcasses - remember the experience of passing by a slaughter house-the terrible smell that emits into the air. Thiswill greatly decrease our air quality and likely doom equity for resale.
How many Event Centers are too many?
At my last count there are 12. Famili’s Venture (FV) is a business entity - will be the 13th in Frederick county. We are 1 1/2 mile of West Oaks. West Oaks is within our valley;without the benefit of natural barriers. Will we have dueling events of FV and West Oaks? FV is not our traditional local agricultural farmer. Not local.
FV appears to be a completely open air- Applicant and is asking for 7am to 10pm — 7 days a week. I understand this is a business owners dream; so let’s have a rational number of days and time frame.
2 days a week/ music ends at 7pm. Since it is open air; not in any building, long established residents will be subjected to listening to the events music as it leaks into homes/meal times multiple days a week.
Your residential constituents are at the mercy of the business owner stewardship. Live/amplified music could start in the morning go beyond sunset
We love our farmers and appreciate their hard work and all they do for our community. We understand their need for multiple revenue streams.
The decision to incorporate subdivision life within this farm was made decades ago. The homeowners made a semi-rural life of their own; are equally invested in this community. It’s been compatible with the local farmers.
A slaughter house/live music is beyond the pale.

My wife and I STRONGLY oppose the rezoning in its entirety. When we moved here in 2022, we were seeking a quiet location to raise our children and join a quiet community. When we were buying, I enquired about Hedgebrook Farm which was for sale at the time with concern that it would be rezoned. I was assured that nothing south of Soldier's Rest was allowed to be zoned for commercial etc.
We are expecting our 5th child this summer. Our children, ages 7, 5, 3, 1, and unborn go to bed at reasonable hours. My wife and I like it sit on the patio in the evenings. Our children run around on summer nights and enjoy fireflies and stars. An event venue would be an atrocious disruption and not what this land should be used for! As others have said, we can hear West Oaks when they are having their events - I cannot imagine a venue in our backyard, no matter how many days per week or the hours proposed. This would be unimaginable disruption to so many families in this area. The increase in traffic, which at a larger scale is already an issue for Winchester, will be of massive impact as well. Not only this, how many additional people will want to cruise around and take a look at the surroundings? Our quiet culdesac will increase in traffic as well as the entirety of Shady Elm to Springdale causing an increased hazard for all the children who like to ride their bikes from house to house on Hockman Ct.
As others have said, a slaughterhouse is also out of the question due to smell, health concerns, and attraction of predatory animals. Once again, immense disruption to the surrounding families (and businesses).
Once again, my wife and I strongly oppose the rezoning in its entirety and trust that the Board of Supervisors will make the right decision to oppose rezoning of this land.

We should not be subjected to loud music, possible intoxicated individuals and increased traffic on a daily basis. This would affect sleep patterns for the families with small children and peoples work schedules. We have a noise ordinance in our development covenants that was put in place by the prior farm property owners (Hockman) and the same restrictions should be on that property. We can currently hear music from West Oaks at our homes when they have events, and this would be multiplied with being right next to our homes.
I also oppose the Slaughterhouse as I do not want to be subjected to the smells during the summer that come with having that type of business. This would possibly attract other animals to the area that would be an issue we currently do not have if proper disposal is not in place. .

Shady Elm farm is not in a lightly populated rural setting. There are neighborhoods surrounding the farm with homes like ours that are within a thousand feet of the farm. We should not be subjected to an unwanted music venue. We bought in this area for the quiet countryside. Apparently, the county does not have a noise ordinance. After reviewing the submission again, we are opposed to the Event venue as we don't want to hear loud music cranked up any day of the week and no enforcement on volume or cutoff time. The area is zoned for agriculture, not concerts.

A slaughterhouse is different than a butcher shop. There will be meat renderings and blood to dispose of and based on the comments, it appears that the Frederick-Winchester Health department only read that a butcher shop was planned, not a slaughterhouse. We need to see a plan on how the potential slaughterhouse smell will be managed. Without a plan that is enforceable by the health department, we may be facing the possibility of the reeking smell of animal blood dumped on the ground and renderings left in the hot sun, stinking up the neighborhood. We would like to see the health department conduct another review and base their findings on a proposed slaughterhouse and address health concerns, managing waste byproducts and disposal enforcement.
