6.A) 2232 Review #01-25 for NextEra Energy Transmission (Woodside Substation) - (Mr. Bishop)

    Substation does not comply with overall county comp plan, especially at our first 7 miles into our state for millions. This will significantly hurt our overall high quality of life, diversified income streams, which will lead to an increase in long-term taxes expenditures. This creates a huge loss of many opportunities & adds harm. Please move it out of view to inside our heaviest industrial. I'll quote the comp plan: "Tourism.. FC & the surrounding areas play host every year to nationally recognized events.. The area (festivals and museums) & other key assets such as (agro & ecotoursim)..bring..$$$ to the area. *The County also supports a growing number (agro and ecotoursim) ..opportunities such (national)* As the economy improves & travel increases, it is critical that the County be poised to capitalize.. *The economic impact of travel & tourism reaches every citizen of FC, each household pays less each year in local & state taxes due to the revenue generated by tourism, by providing employment & tax revenues. Tourism..contributes to the quality of life for local,. *FOCUS FOR THE FUTURE* First impressions often set the tone for a visitor’s experience, & the great majority of travelers arrive in FC through its roadways. The character of FC’s entrance corridors.. is a key factor for the visitor’s experience & their decision to stay longer & hopefully return. Enhancing the aesthetics and traffic flow of these corridors will improve visitor impressions, & will benefit the quality of life for residents. * FC should concentrate on strengthening its ability to attract an increasing number of overnight visitors..The ultimate goal will be to enhance the visitor experience. *** "Agritourism.." GOALS: ..business owners are supported. Foster a compact community design that uses traditional building features to maintain Frederick County’s unique historic character. Focus development in compact centers..keeping the rural, ag landscape as part of the visitor experience in FC.."

    Frederick county and residents shouldn't sacrifice their land to benefit Loundoun county. What about the devalue of the adjoining property? Who wants to live beside a substation? These new proposed transmisson lines and substation will have a deep and long term negative effect/ impact on residents lives.

    My private property is not for sale. I am not going to sacrifice my personal way of life for millionaires corporate gain. I have health problems already,I dont need radioactive electric transmission lines to give me more cancerous tumors. I will not allow the millionaires to use my property,and destroy my Livestock and the field, gardens that i have worked years to create.I do not have money to afford increasing my electric bill. I do not want this transmission in my property. The millionaires should have it installed in the millionaires backyard. Let's serve next era some contaminated well water, I dont want any. The MARL transmission line only belongs to Nextera, I dont want it, and i won't have it, or allow it on my private property.

    Part 1 - Has the Frederick County Planning Commission done its due diligence to independently investigate the claims made by a company who stands to realize significant profit if it can build the proposed Woodside substation?

    A review of Staff’s recommendation reads like an AI summary of NextEra’s rather rosy and fluffy application. And perhaps that would be appropriate, considering that the project is for the benefit of new AI data centers in Loudoun County. However, residents of Frederick County and surrounding areas will be permanently harmed by the County’s careless approval. Frederick County must do more to independently investigate the substation’s impacts, character, and location in a residential area, no matter how it is zoned.

    For instance, I see no details of the equipment that will be stored and used on the site. Large, oil-filled transformers can leak and/or catch fire and may be impossible to extinguish using equipment Frederick County already has on hand. Who will purchase the equipment first responders may need to deal with toxic fires and spills particular to the substation components? The neighbors are at high risk for toxic exposure episodes.

    What is the weight of the equipment that needs to be transported to the site, and what is the weight limit of the existing roadways, both Thistle Lane and Joline Drive? How might construction traffic cause damage to county roadways, and who is going to pay to repair them after construction is complete?

    Substations have become targets for vandalism and terrorism in recent years. Will site security be adequate to prevent any incidents that may impact neighboring residential properties and a major interstate highway?

    I live in the Stonewall district and have the current power lines running close to my house. I oppose the MARL transmission lines and the new Woodside substation. I have to look at the power lines and we receive no benefits from the lines. This is PATH all over again and we vehemently opposed it as we do this new line and substation.
