11.B) Action Items for Consideration Following the Public Hearing: 1- Proposed Amendments to the Opequon Wastewater Reclamation Facility Intermunicipal Agreement FWSA has identified a number of areas that need to be updated to simplify and modernize how the wastewater treatment operations are managed under the agreement. Approval of the revised agreement is requested. 2- Frederick-Winchester Service Authority Board Member Appointments With the proposed changes to the Articles of Incorporation, the Board is proposed to be reduced to five members – two County, two City, and one joint member. The FWSA Board recommends that the Board of Supervisors appoint the following members to serve on the Board with the specified term limits:Eric Lawrence (current member), Frederick Water, Term – June 10, 2026-July 1, 2030Cheryl Whittle (current member), Frederick Water, Term – June 10, 2026-July 1, 2028Proposed Joint Member - John Willingham (current member and FWSA Board Chairman), Term - June 10, 2026-July 1, 2028

12.D) Draft Update of the 2026-2027 Frederick County Interstate, Primary and Secondary Road Improvement Plans – The Interstate and Primary Road Improvement Plans Establish Priorities for Improvements to the Interstate and Primary Road Networks within Frederick County. Ultimately, the Priorities Adopted by the Board of Supervisors will be Forwarded to the Commonwealth Transportation Board for Consideration. The Virginia Department of Transportation and the Board of Supervisors for the County of Frederick, Virginia, in Accordance with Section 33.2-331 of the Code of Virginia, will Conduct a Joint Public Hearing. The Purpose of this Public Hearing is to Receive Public Comments on the Proposed Six Year Plan for Secondary Roads for Fiscal Years 2027 Through 2032 in Frederick County and on the Secondary System Construction Budget for Fiscal Year 2027. Copies of the Proposed Plan and Budget May be Reviewed at the Edinburg Office of the Virginia Department of Transportation Located at 14031 Old Valley Pike, Edinburg, Virginia or at the Frederick County Offices Located at 107 North Kent Street, Winchester, Virginia. All Projects in the Secondary Road Improvement Plan that are Eligible for Federal Funds will be Included in the Statewide Transportation Improvement Program (STIP), which Documents How Virginia will Obligate Federal Transportation Funds.
