10.A) Economic Development Authority Unexpired 4-year term of Susan Brooks ending 11-10-24. Ms. Brooks has moved out of the County and resigned. See attached applications of Diane Kearns; Gary Lofton; and William A. Orndoff.

10.B) Economic Development Authority 4-year term of Doug Rinker expires 1-10-23. Mr. Rinker is eligible and willing to serve another term.

10.C) Board of Equalization (Nominee is submitted to Frederick Co. Circuit Court) 3-year term of Robert Boden expires 12-31-22 Mr. Boden does not wish to serve again. See attached applications of Michael Lake; Meridee Powars; and Theo Theologis.

10.D) Employee Grievance Panel Pool   Because of attrition, there is a need to increase the pool of available Grievance Panel members. Those appointed to the Grievance Panel Pool may be called to serve on a specific employee Grievance Panel on an as needed basis.  The County Administrator recommends appointment of Robert Hess and Richard Till who have expressed interest in serving in the Grievance Panel Pool. Their resumes are attached.

11) Committee Business - Finance Committee

11.A) The Parks and Recreation Director requests a General Fund supplemental appropriation in the amount of $3,000.   This amount represents a donation from the Kiwanis Club of Winchester for the purchase of a youth disc golf course.  Final project costs are pending awaiting final location determination for the course.  The committee recommends approval.

11.B) The Parks and Recreation Director requests a General Fund supplemental appropriation in the amount of $20,000.   This amount represents a donation from the Blue Ridge Volleyball Association for the installation of three sand volleyball courts at Clearbrook Park.  No local funds required.  The committee recommends approval.

11.C) The Treasurer requests a General Fund supplemental appropriation in the amount of $700.   This amount represents the balance of proffer funds dedicated to the Treasurer for the renovation of the drive-thru window area in the Treasurer's office.  The committee recommends approval.

11.D) The Landfill Manager requests a Landfill fund supplemental appropriation in the amount of $14,921.   This amount represents an insurance reimbursement for fence damage.  No local funds required.  The committee recommends approval.

11.E) The Sheriff requests a General Fund supplemental appropriation in the amount of $3,091.80.   This amount represents an insurance reimbursement for an auto claim.  No local funds required.  The committee recommends approval.

11.F) The Sheriff requests a General Fund supplemental appropriation in the amount of $9,091.77.   This amount represent reimbursement from the DEA for overtime.  No local funds required.  The committee recommends approval.

11.G) The Sheriff requests a General Fund supplemental appropriation in the amount of $2,359.   This amount represents donations toward the Honor Guard and the building at the impound lot.  No local funds required.  The committee recommends approval.

11.H) The WRA Executive Director requests an Airport Capital Fund supplemental appropriation in the amount of $327,778, and an Airport Operating Fund supplemental appropriation in the amount of $6,556.   The amounts represent the FAA-AIG for the "North Side Environmental Assessment" project.  No local funds required.  The committee recommends approval.
