12.B) Draft Update of the 2023-2024 Frederick County Interstate, Primary and Secondary Road Improvement Plans - The Interstate and Primary Road Improvement Plans Establish Priorities for Improvements to the Interstate and Primary Road Networks within Frederick County.  Ultimately, the Priorities Adopted by the Board of Supervisors will be Forwarded to the Commonwealth Transportation Board for consideration.   The Virginia Department of Transportation and the Board of Supervisors for the County of Frederick, Virginia, in Accordance with Section 33.2-331 of the Code of Virginia, will Conduct a Joint Public Hearing.  The Purpose of this Public Hearing is to Receive Public Comment on the Proposed Six Year Plan for Secondary Roads for Fiscal Years 2024 Through 2029 in Frederick County and on the Secondary System Construction Budget for Fiscal Year 2024.  Copies of the Proposed Plan and Budget May be Reviewed at the Edinburg Office of the Virginia Department of Transportation Located at 14031 Old Valley Pike, Edinburg, Virginia or at the Frederick County Offices Located at 107 North Kent Street, Winchester, Virginia.  All Projects in the Secondary Road Improvement Plan that are Eligible for Federal Funds will be Included in the Statewide Transportation Improvement Program (STIP), which Documents How Virginia will Obligate Federal Transportation Funds.  Persons Requiring Special Assistance to Attend and Participate in this Hearing Should Contact the Virginia Department of Transportation at 1-800-367-7623.

    This project changes my whole way of living on six residential acres I selected to retire on. I am a Stonewall resident. I support change and met with representatives at my home last year regarding this project because of my mobility issues.

    First I hope that the drainage issues will be addressed as discussed and seeing in the project specs. A pond was created in 2018 in many of our backyards on Macbeth from that rainy Period.

    The top request that I had is for the future. Macbeth Lane has children growing up that will be going to school like my daughter did. I still watch the horrors of the bus stop at the end of Ruebuck and knew the child that got hit and died on WestChurch Rd.

    I requested that a roundabout be put at the intersection of Ruebuck and Macbeth where the school bus could come down and pick up those children because Macbeth is not a state road.

    I hope that this company will do right by Ruebuck Road and broaden it and pave it adding the roundabout. Some of the children from Macbeth have to walk down that road to get to the bus stop and they literally have to jump in the bushes to avoid getting hit. And the road needs to be lowered where the mailboxes are because you cannot see oncoming traffic until you are facing the headlights.

    I am also trying to get a petition so that Ruebuck will be renamed in Tristan’s honor. I was told that that is a separate process to address.

    What I ask is that there be a double check on what this project will mitigate for the families living on Macbeth Lane which will be impacted the most regarding property.

    We all hope in this area that the traffic issue will be resolved and that there won’t be any more loss of life for accidents. Thank you.
