10.L) The Airport Executive Director requests an FY 2024 Airport Capital Fund appropriation in the amount of $4,928,178.   These amounts represent the FY 2024 Airport Capital budget, less carry forwards.  No local funds are required.  The committee recommends approval.

13.A) Discussion: 2023-2028 Capital Improvements Plan (CIP)   The Capital Improvements Plan (CIP) is a document that consists of a schedule of major capital expenditures for the County for the ensuing five-year period, as well as a category for long term projects (6 + years out). The CIP is intended to assist the Board of Supervisors in preparation of the County budget. In addition to determining priorities for capital expenditures, the County must also ensure that projects contained within the CIP conform to the Comprehensive Plan. Specifically, the projects are reviewed with considerations regarding health, safety, and the general welfare of the public, and the policies of the Comprehensive Plan. When the CIP is adopted, it becomes a component of the Comprehensive Plan.
