    I support Waiver #03-25

    As a resident of Raven Pointe, I am concerned for the increase in traffic at unlawful speeds and the number of commerical vehicles that will use taggart drive and underwood to cut through to Senseny, which is only a 2 lane road itself and cannot sustain additional traffic from 81 and 50. Also concering is the speeding which already happens on the road and would add additional risks to familes with small children. It would radially change the atmosphere and network of the neighborhood in a negative way and probably cost a large amount to widen Underwood to meet the width of taggart drive, money that could be better spent elsewhere to ease traffic congestion in our county.

    I fully support Glaize Development's request for a waiver of the inter-parcel connection. As a resident of Taggart Drive, connecting these roads would radically alter the character, quality, and safety of our neighborhood. I walk every day during the morning commute, and every day I personally see traffic weaving up and down the road at high rates of speed with little regard for obeying traffic signs, observing speed limits, or awareness of pedestrians. With the large truck stop being installed at the bottom of Inverlee, there is going to be an added risk of introducing significant truck traffic through the neighborhood. There are already enough issues with safety, noise, pollution, and crime. Making it easier to navigate through from Senseny will only exacerbate all of these problems. Connecting these roads would put the convenience of saving a few minutes of time for non-residents ahead of the well-being of residents that reside here now and in the future.

    Hello, I am writing to support Waiver #03-25.

    Upon hearing the statement that the county wants to add an inter-parcel connection to the road at the end of Taggart, I was immediately disdainful of the idea.

    Children ride their bikes and play basketball on the very road that the inter-parcel connection would be intruding upon, which would impact the safety of the neighborhood.

    Crossing the street with that new road would be like crossing Millwood Pike just to talk to the neighbors.

    Rejecting this waiver would furthermore turn the Ravens from a quiet residential area to a noisy traffic stop. With more cars coming into the neighborhood, there's more danger and risk the very people the inter-parcel connection would intrude upon.

    The road without the inter-parcel connection is a well-thought-out design. Currently, the road ensures that the flow of traffic is slow. The families living there are safe and forgo any dangerous traffic. Introducing the roadway would put children and families at risk.

    Not to mention backing into your driveway with the added road would be like trying to find a parking spot in Costco on a Sunday aftertoon, near impossible.

    As well as the new noise created by the traffic would run people out of the neighborhood. Making it a less desirable place to live. People move to the Ravens to escape the noise of the city, bringing the noise to them would make people look elsewhere when settling down. The quality of life would make people reconsider settling in the neighborhood.

    The county passing the waiver would ensure the Ravens stay a quiet and welcoming place for residents to call home.

    Keep the Ravens residential. Please approve Waiver #03-25.

    Shawnee Magisterial District- I am writing to voice my support of Waiver #03-25, the interparcel connector on Raven Pointe.

    The Ravens is really an idyllic neighborhood for families to live in. It is safe for walking, driveway basketball and also bike riding. By putting a major though way to Senseny through it would be a residential disaster. It also looks like it would be a big problem for the residents on Underwood. Our roads in Raven Pointe and Underwood Dr were not meant for this kind of project. I believe the original plan was for Inverlee to be the connector and then this road to be completed, not this road alone. This would be an unsafe, irresponsible project for the county to pursue.

    Thank you for your time. It is my hope the supervisors will listen to public opinion on this waiver.

    Shawnee Magisterial District - I am writing in support of Waiver #03-25 pertaining to the inter-parcel connection within the Raven Pointe.

    This neighborhood has grown into what many communities want and wish for, this is a community that is a peaceful safe place for families to raise their children, people to enjoy their retirement and all around be surrounded by good people where outdoor activities are cherished without the fear of incident.

    Opening up and connecting Underwood Ln to Taggart Dr. will cause an increase of unnecessary traffic through the neighborhood where it will cause a disruption to the quiet, laid-back atmosphere that the community has grown to enjoy. Children are at play, families walking, neighbors bike, run, walk their dogs, and just enjoy the overall atmosphere of the Ravens.

    During the school year many corners are used for bus stops and opening up this road will cause more possibilities for incidents with children and vehicles especially during the morning commute hours. Extra traffic mixed with the possibility of large trucks cutting through the neighborhood to get to the main roads is a cause for concern as well. The connection of the two roads is unnecessary.

    I appreciate the board and community leaders listening to the public, please vote as if it were your neighborhood because even if you don’t live directly on these streets your decisions affect the communities you represent.

    I support Waiver # 03-25. We walk the neighborhoods (Raven Pointe, Raven Wing and Oakdale Crossing) that would be affected by opening Taggart Dr. to Underwood Lane to egress onto Senseny Rd. Currently it can be difficult turning left out of or onto Crestleigh Dr. and Underwood Rd. Commuter traffic has significantly increased in the last four years. This is bound to worsen with the first building in Logistics Park completed and actively seeking a buyer for this 1 million square foot industrial distribution building. Currently a Rutters Gas Station/Truck Stop is also under construction on this site at the intersection of Millwood and Inverlee Way. No doubt, some truckers will be looking for the shortest route to Senseny Rd and Rt 7.

    In view of these facts, I encourage you to support waiver # 02-25. I also encourage county planners and supervisors to ask themselves when working on or approving plans for new roads and industrial parks if you would like one in your neighborhood. 1 Logistics Park was planned to be a neighborhood of homes 5 years ago. I encourage all Frederick County residents to view the Planning and Development website periodically to review potential plans for the Shawnee District. Knowledge is power.

    If the developer is allowed to expand some of the lots in the area of the connection and build custom homes, the taxes will be a positive impact on the county budget, while the development of Underwood Lane to meet the required construction standards would be a tremendous drain on the budget. This, in addition to necessary upgrades to Senseny Rd makes no sense to anyone.

    As a resident of Ravens Pointe neighborhood in the Shawnee District, I write in support of Waiver #03-25 re: the road connector from Taggart Drive to Underwood Lane for all of the reasons included in the Raven Pointe Homeowners Association statement to the Board of Supervisors. Establishing a connector between Taggart Drive and Underwood Lane is clearly not a viable solution and would only serve to add to current traffic concerns, which are likely to be exacerbated with the establishment of the logistic center and gas station on Millwood Pike. This is not a responsible use of taxpayers' monies. I urge the Board of Supervisors to support the waiver and focus on long-term solutions.

    I am registering my support of Waiver #03-25 to keep the Raven Pointe neighborhood free from heavy traffic and tractor trailers using the connection to access Senseny and Rt 50. I am a resident and HOA President of Raven Oaks, a neighborhood adjacent to Raven Pointe. Connecting Underwood and Taggart will increase traffic through all Ravens neighborhoods, allowing for tractor trailers to use the connection as a shortcut and jeopardizing the safety of residents, including senior citizens and children. Tractor trailers have a limited sight from the cab, making it difficult to see pedestrians directly in front. I request the Board of Supervisors to support this waiver.

    Shawnee Magisterial District - I am writing in support of Waiver #03-25 pertaining to the inter-parcel connection within the Raven Pointe. Granting this waiver supports and respects the integrity of the our neighborhood, minimizing disruption to the surrounding area, and reducing potential dangers associated with constructing an unnecessary connection. Furthermore, this approach helps preserve neighborhood character and enhances long-term planning efficiency and property values. We have a neighborhood where you have many young children playing, riding bikes, scooters and a large number of people walking, running and biking throughout the day. The addition of more traffic coming through the neighborhood can be a potential danger to our children and our families. It could create unnecessary traffic impacts, reduce safety for pedestrians and children, and disrupt the residential character of the area.
    The surrounding neighborhoods are primarily residential and family-oriented, and the existing neighborhood supports a layout that promotes safe, quiet, and walkable streets. Maintaining that plan, rather than imposing additional connectivity requirements, preserves the sense of community and cohesion that residents value. Additionally, many residents choose communities like Raven Pointe for their thoughtful design, low traffic volume, and separation from cut-through traffic. An inter-parcel connection not envisioned in the original plan could introduce increased vehicular movement through interior streets, potentially impacting safety and property values. By approving this waiver, the County supports a development plan that balances growth with livability and respects the vision that residents have invested in. This approach reinforces public trust in the planning process and ensures the neighborhood continues to be a welcoming, well-designed place to live.

    Shawnee District support the waiver regarding the connection of Taggart Drive and Underwood. We do not want to connect the two roads that will increase commercial traffic from Highway 50 to Senseny Road. The cut through traffic will cause additional risk to children and bicyclists. This will be a cut through for 18 wheelers, package carriers, landscape and construction vehicles.

    Being from Raven Pointe in the Shawnee Magisterial District, I fully support the Raven Pointe HOA Statement in support of the approval of the Underwood Waiver, which will avoid much of the truck traffic from One Logistics.
    As a retired civil engineer, I would add support for the no thru truck traffic sign on Inverlee requested by the Raven Pointe HOA to address some of the remaining truck traffic that will be coming from One Logistics, even with approval of the Wavier. Although, as a son of a local Law Enforcement Officer, I fully appreciate the difficulty in enforcing such a necessary traffic restriction, similar difficulties are encountered in enforcing other traffic restrictions, such as speed limits, traffic signals, and stop/yield signs, and no right turn on red signs. This is insufficient reason to not approve the no thru truck traffic sign, which other neighborhoods have and which would benefit Raven Pointe and Raven Wing, in addition to helping the Oakdale Crossing problem at Crestleigh/Senseny from becoming even worse.

    My husband Neil Benedict and I strongly support Waiver #03-25 and the Planning Commission’s significant majority vote to recommend approval of this waiver. Our home is located at the curve of Summerfield Dr adjacent to the proposed extension of Taggart Drive to connect with Underwood Lane. The original plans were developed years prior to the building of the Distribution facility now being built across from the entrance to our community from Rt 50. The plan was also developed with the understanding that the County’s master plan included developing an alternative route/access to Senseny Rd from Rt 50. Without that originally planned alternative access to Senseny Rd, the routine Rt 50 traffic and additional traffic from the new Distribution facility, including semi-trucks would use our residential neighborhood as a thorough fare to Senseny Rd. Please approve this waiver to keep our neighborhood safe from commuting traffic and semi-trailers. We have several egress and access points from our community and our community does not need this road developed. Please support this waiver and continue to research other solutions to the traffic issue associated with the area.

    This is a second communication expressing our full support for Waiver #03-25.

    As discussed during the Planning Commission meeting on May 21, 2025, connecting Taggart Drive and Underwood Lane would require extensive improvements on Underwood Lane to prepare it to accommodate increased traffic. This would entail significant upgrades to subsurface infrastructure, and widening the road, which would necessitate taking land from the existing front yards of the homes on Underwood Lane and significantly reducing the sizes of their yards. This would be patently unfair to those homeowners.

    The intersection of Senseny Road and Underwood Lane is in no way ready to accommodate the increased vehicle and truck traffic that would result from a cut-through between Taggart Drive and Underwood Lane. Large semi-tractor trailers and box trucks would have a very difficult time turning off Underwood Lane onto Senseny Road in either direction. This would worsen the situation that presently exists at the intersection of Crestleigh Drive and Senseny Road where it is very difficult to turn left off Crestleigh Drive. A cut-through would create the same situation just a short distance east of the Crestleigh Drive intersection and would compound the traffic difficulties on Senseny Road.

    We urge the Board of Supervisors to accept the recommendation of the Planning Commission to approve the waiver, and to carefully evaluate the infrastructure and traffic considerations that would result from a denial.

    Approval of the waiver would allow sufficient time to evaluate other long-term strategies and develop sensible plans for the future.

    This communication expresses our full support for Waiver #03-25.

    As homeowners who have lived at 231 Taggart Drive since 2020, we have been very pleased with the neighborhood’s quiet residential nature. Constructing an inter-parcel connection between Underwood Lane and Taggart Drive would open a direct route between Senseny Road and Millwood Pike. This would likely result in a significant increase in vehicle traffic as a cut-through and would allow tractor-trailers to make their way between Senseny Road and Millwood Pike. This would completely change the character of the Raven Pointe Subdivision and would potentially put children and the elderly who live in the neighborhood at risk. In addition to safety concerns, there will be an increase in noise pollution at all hours of the day and night as large trucks utilize the cut-though.

    The possibility of a temporary solution such as barrier between Taggart Drive and Underwood Lane has been discussed. We are not in favor of that option because it will not work. There is currently a line of reflectors on posts that is intended to keep motorized vehicles from cutting through but we see and hear motorcycles and four-wheelers using this area as a cut-through on a regular basis. They will simply go around the barrier. The obvious solution is to approve the waiver and allow the developer to build houses that will permanently close off any access between Taggart Drive and Underwood Lane.

    We urge the Board of Supervisors to accept the recommendation of the Planning Commission, and to consider the changes that have taken place since the 1990s when the existing planning assumptions were made.
