10.O) 15. The NRADC Superintendent requests a Jail Fund supplemental appropriation in the amount of $300,000. This amount represents reimbursement of medical expenses for the last 3 fiscal years.  No local funds required.  The committee recommends approval.

10.P) 16. The NRADC Superintendent requests a Court Services Fund budget transfer in the amount of $3,000 from a fringe benefit line item to personnel. No local funds required.  The committee recommends approval.

10.Q) 17. The Deputy County Administrator requests a General Fund supplemental appropriation in the amount of $472,954 from available proffer funds and a transfer from the County Capital Fund in the amount of $152,046. The total ($625,000) represents funds needed to renovate space at Sunnyside Plaza to accommodate the relocation of the Voter Registrar’s Office.  Any unspent funds in FY22 will carry forward to FY23.  The Public Works Committee has recommended approval of the project.  The committee recommends approval.

10.R) 18. The Registrar requests a General Fund supplemental appropriation in the amount of $28,000. This amount represents the balance of funds needed to conduct the June 2022 primary election.  Local funds are required.  The committee recommends approval.

10.S) 19. The WRA Director requests an Airport Fund supplemental appropriation in the amount of $160,000. This amount represents funds needed for fuel sales through the end of FY22.  No local funds required.  The committee recommends approval.

10.T) 20. The WRA Director requests an Airport Capital Fund appropriation in the amount of $100,000 and a General Fund supplemental appropriation in the amount of $27,504. These amounts represent the FY2023 Airport Capital budget request and the associated County portion.  Airport Capital Fund and General Fund revenue and expenditure appropriations for open purchase order balances at the end of FY2022 will automatically carry forward to FY2023.  Projects currently in process with a corresponding open purchase order have been previously approved.  The committee recommends approval.

12.A) Rezoning #02-22 of R&J Land Development, LLC Submitted to Rezone 1.444-Acres from B3 (Industrial Transition) District to B2 (General Business) District with Proffers and 15.444-Acres from B3 (Industrial Transition) District to B3 (Industrial Transition) District with Amended Proffers.  The Properties are Located Northwest Corner at Intersection of Martinsburg Pike (Route 11) and Jeff’s Way, and are Identified by Property Identification Numbers 33-A-122A, 33-A-123, 33-A-123C, 33-A-123D and 33-A-123E in the Stonewall Magisterial District.
