The Purpose of the Public Hearing is to Receive Public Comment Regarding a Boundary Line Adjustment Agreement with the Town of Middletown that will Adjust the Boundary Between the Town of Middletown and Frederick County as Follows:   Approximately 15.9953 Acres, More or Less, in Total, will be Brought Within Middletown’s Municipal Boundary, Consisting of Tax Map Number 91-A-27, Which is a Parcel Containing 0.9153 Acres, More or Less, Tax Map Number 91-A-28, Which is a Parcel Containing 12.5628 Acres, More or Less, and 2.5172 Acres, More or Less, of Right-Of-Way Constituting Route 11, From the Current Southern Limit of the Town Where it Intersects Route 11 and Extending to a Line Extending From the Southwestern Boundary of Tax Parcel Number 91-A-27 Across Route 11 at that Location. 12.D) Comprehensive Plan Amendment, Northeastern Land Use Plan (NELUP)  -Proposed Revisions to the Northeast Land Use Plan. The Northeast Land Use Plan (NELUP) Study Area Consists of 21,000 Acres which are Generally Located North of Berryville Pike (Route 7) and the Limits of the City of Winchester, West of the Opequon Creek at the County Boundary with Clarke County, South of the West Virginia State Line and East of Apple Pie Ridge Road. Two Scenarios are Presented for Public Hearing. Generally Speaking, the Areas East and West of I-81 in the Vicinity of Exit 323 are Represented in Scenario A as Future Mixed Use Industrial/Office Uses, Whereas Scenario B Proposes Future Extractive Mining and Industrial Uses for the Area in Question. 13.B) Capital Improvement Plan - Minor Update    Staff is seeking action from the Board of Supervisors regarding a minor update to the CIP in support of several funding requests that are currently on file with VDOT.  While these projects are already conceptually included in the Comprehensive Plan, specific inclusion into the CIP will assist the applications in being more competitive.
