13.C) Purchase of Development Rights - Information and Discussion This is a proposal to amend Chapter 165 – Article III, Transfer of Development Rights to add the ability to conduct a Purchase of Development Rights (PDR) program. State code allows and a number of Virginia localities operate PDR programs by which they purchase and then extinguish residential development rights from properties in order to preserve rural lands.
